Dr. Frank Mansfield is a candidate for State Senate 2026, ready to serve the citizens of District 16 covering Northwest Western Oregon. He brings over 30 years of dedicated service to his family, country, and government.
Dr. Mansfield's Background:
Distinguished Military and DoD Career: Dr. Mansfield retired from the DoD Navy, where he worked at the Naval Air Warfare Center at China Lake, CA (1982-1999) and the Naval Surface Warfare Center Dahlgren Division in Virginia (1999-2010).

Office of Naval Research Science and Technology Advisor at the Pentagon.
Research and Development Branch Head.
Chief Engineer for Infrastructure Assurance Division.
Area Program Manager for Theater Ballistic Missile Defense.
Senior Foreign Military Sales Airframe Engineer for Israel’s F-35 fighter jet, and Systems Engineer for the F-35 modernization Block 4 effort.
Military Service: He served in both the Air Force and the Navy Reserve.
Educator: Dr. Mansfield also served as an Off-site Instructor for CAL-State University Northridge.
Why Dr. Mansfield is Running – His Core Motivations:
Dr. Mansfield is motivated by a desire to "Fix What’s Broken" in the system, emphasizing that he is not chasing power or prestige, and will not be a "pawn". He is committed to:
Fiscal Responsibility and Transparency: Ensuring long-term fiscal responsibility and clear, transparent management of taxpayer funds for essential state services like emergency responders, roads, and public safety.
Standing for Rights: Pledging to fight against those in power who seek to strip away individual rights, believing that "sometimes all it takes is one person standing their ground to change everything".
Service and Giving Back: Valuing the opportunity to share his talents and give back to his community as a public servant.
Moderation in Government: Working to stop the "wasting resources and limiting freedoms" that he attributes to current representation, and preventing Oregon from becoming a "California socialist state".
Representation for Oregonians: Acting as a voice for those who cannot speak for themselves, particularly the people and businesses of the Oregon West Coast, ensuring their needs and rights are represented rather than the whims of political parties.
Key Priorities and Platform Highlights:
Dr. Mansfield's platform focuses on core principles to build a safe and prosperous future for Oregon families and communities:
Constitutional Adherence: Believes the U.S. and Oregon Constitutions are the "bedrock" of the nation and state, and all laws must be consistent with them. He asserts that higher laws bind lower jurisdictions.
Law and Order:
Advocates for laws based on protection of society, personal responsibility, accountability, and reformation, while preserving victims' rights, including restitution.
Proposes that if the state prosecutes and loses, it should be responsible for the individual's legal fees and financial loss to prevent "weaponizing" the justice system. Similarly, plaintiffs in lawsuits who lose should cover defendants' costs to deter frivolous litigation.
Supports budget prioritization for public safety and law enforcement.
Defends individual rights to privacy, property, and self-defense, opposing civil asset forfeiture and indefinite confiscation of evidence.
Stresses that protests must be peaceful, holding protestors personally and financially liable for any damages or police expenses caused by violent actions.
Economic Prosperity & Tax Reform:
Supports free market capitalism, low taxes, minimal regulations, and limited government intervention.
Proposes enshrining "no sales taxes" into the state constitution and canceling the tax on gross sales.
Advocates for changes to real property taxes, suggesting they be set at purchase price to stop annual 3% raises and "tax punishment" for property improvements. Oregon is currently ranked #1 for effective property tax rate on a primary residence in its largest city.
Opposes corporate bailouts and "free handouts" of taxpayer money, particularly to "illegals and homeless without anything in return," suggesting a non-profit system for donations to provide technical training and housing.
He notes that Oregon ranks #12 for taxes per capita burden ($6,485) and #21 for business taxes per employee ($7,900).
Educational Choice & Reform:
Believes teaching should focus on core principles, not political agendas or personal lifestyle choices, especially for elementary students without parental consent.
Strongly supports educational choice, arguing that taxpayer money should follow students, and that accreditation should not be withheld for religious alignment.
Calls for reducing administrative overhead in schools to increase teacher salaries, noting that Oregon ranks #18 in spending per pupil ($13,875) but #34-#44 in reading and math scores.
Emphasizes parents' rights as the final authority in their children's education and healthcare decisions, requiring full disclosure and written permission for services or materials.
Opposes forced healthcare services as a condition of school enrollment and mandates no forced sharing of restrooms, locker-rooms, or showers with individuals of the opposite biological sex, supporting the protection of physical privacy and civil rights. He also seeks to keep biological men from all biological female sports.
Responsible Environmental Stewardship:
Advocates for "good stewardship" of property rather than "preservation," acknowledging nature's dynamic and chaotic tendencies.
Supports constitutional protection for water rights (rainwater, surface, and groundwater) and the right to collect rainwater from roofs.
Opposes public lands being used for wilderness or monuments without approval from the people and U.S. Congress.
Opposes dam breaches unless for safety reasons, suggesting those concerned pay for fish passage systems.
Family & Healthcare:
Believes in the sanctity of life with exceptions for the physical life of the mother, rape, or incest.
Advocates for stopping taxes on families, particularly seniors, from their homes.
Supports a free market system for health insurance and healthcare delivery and seeks to stop sales tax on healthcare services.
Immigration:
Maintains that legal immigration is the only real immigration, considering other forms illegal and a threat to national security.
Proposes immediate deportation for illegal immigrants who miss court hearings without valid reason and rescheduling.
States that only life-saving emergency medical services should be provided to illegal immigrants, with no more rights than U.S. citizens for taxpayer-provided services.
Addressing State Concerns:
Highlights the diversion of road funds and the issue of Electric Vehicles (EVs) not paying road use tax, suggesting a mileage-based or per-watt charge equivalent to petroleum-fueled vehicles. Despite being ranked #10 for state expenditures on roadways per capita, Oregon roads are "highly unmaintained".
Calls for reform of the State Public Employee Retirement System (PERS) to manage unfunded liability, protect funds in a "fenced account," and base payouts solely on W2 income.
Aims to address the lack of reasonably priced homes and rentals by reducing local and state financial burdens on building, reforming property taxes, and restoring owners' rights to evict non-paying residents while requiring property upkeep.
